Director of  Government Contracts Compliance

Greenwood Village Colorado 

$150,000 to $160,000 DOE

This position is annual bonus eligible.

 


The Director of Government Contracts Compliance will develop, implement, and manage GMR’s government contract reporting and compliance functions. This individual will be instrumental in establishing operational excellence in government reporting by facilitating the integration and evaluation of data controls to identify process improvement opportunities to be deployed uniformly across all GMR operating units engaged in Government contracting. Additionally, this position will partner with GMR Operations and Business Development leaders to consolidate, analyze, and report data from a variety of sources and systems for quality assessment to ensure timely compliant reporting to various government regulatory agencies.

Serving as GMR’s Federal Acquisition Regulation (FAR) internal resource, this individual will develop and monitor applicable departmental policies ensuring contract and institutional compliance with federal and applicable state/local regulations including but not limited to the FAR and other government agency contract regulations and procedures. External engagement with GMR partners, legal advisors, and consultants may be required to assist with program development.

This position will support a contract’s life cycle proposal development to contract negotiations, post award start-up, fiscal surveillance, reporting, and contract close out. Collaboration with cross departmental leaders will be necessary to ensure proper contract acquisition and fulfillment that is compliant with GMR policies, customer requirements, and to continuously improve contract administration.

 

 

Responsibilities:

  • Develop and maintain a system to identify and track existing and new regulatory requirements imposed by government contract opportunities.
  • Establish and maintain a tracking system for monitoring contract performance to include modifications, period of performance, deliverables, and closeout.
  • Generate reports and dashboards to measure contract performance and ensure compliance with government policy and procedure documents.
  • Advise on contract proposals, including compliance review and overall financial administration of contracts, fiscal management, invoicing, tracking, and reporting contract performance.
  • Support negotiations, run front end contract analytics, evaluations, and administration.
  • Provide back-end contract analytics to ensure profitability targets are met.
  • Liaise with RDs and federal contracting officers on administrative, operational, and payment matters (e.g., VA payment issues).
  • Implement and manage applicable departmental policies and procedures to ensure contract and institutional compliance with federal regulations.
  • Prepare and deliver compliance reports, develop an annual compliance plan, and perform compliance investigations.
  • Develop and execute annual audit and monitoring plans, manage external audits, and government information requests.
  • Perform self-assessment audits of compliance to published procedures and FAR requirements.
  • Determine the applicability of policies and procedures in the FAR, agency regulations, procedures, guidance, and information.
  • Liaise with HR, Payroll, and other departments to ensure Federal Service Contract Act (SCA) compliance.
  • Ensure compliance with SBA plans and goals.
  • Serve as an advisor to senior management on government contracting rights, obligations, and interpretation of terms as well as methods for risk identification and mitigation.
  • Provide Federal Acquisition Regulation (FAR) insight to all parties within GMR in terms of proposal development, financial modeling, and reporting.
  • Monitor emerging issues, proposed and new FAR clauses along with GMR government affairs staff to determine the business impact.
  • National SAM.gov administrator including registrations, representations, warranties, and reporting.

 

Qualifications:

Education & Industry Experience

  • An undergraduate degree or a combination of education and experience required.
  • MBA or advanced degree preferred.
  • Minimum 10 years of relevant professional experience including proposal development, contract negotiation, business development, project management, compliance, finance, and accounting. 
  • Experience building and leading large company initiatives, embracing a strong culture of early engagement, internal collaboration, and critical thinking.
  • Five or more years prior federal contracting experience preferred, e.g., a federal contracting officer or working for large federal contractor.
